John Willoughby is the City of Horn Lake’s Park Director. He has been with the city for three years and was coordinator for all the athletic events , ensured that each activity was efficiently carried out.
Felecia Topp is the Parks Administrative assistant / Office Manager for the City of Horn Lake Parks. She is currently serving on the Arbor day and the City Fall Festival committee.
Chris Bryant is the Latimer Lake Park Tournament Director. He brings a wealth of experience and professionalism to the Horn Lake Program.
Our vision as a Park and Recreation department is to actively create, promote, and sustain an environment that conducts a safe, clean, and healthy public recreation program that we can support in pursuit of personal growth in the areas of sports wellness, and recreational activities for our kids.

Recreation in Horn Lake
DeSoto County can boast of its many golf courses and Horn Lake is in close proximity to all of them. The Club of Northcreek lies only 1 mile to the west.
Just 20 minutes south is Arkabutla Lake, rated as one of the top 5 crappie fishing locations in the U.S. It is also the second windiest lake between Chicago and the Gulf Coast, making it ideal for sailing and sail racing. Arkabutla also has full camping, swimming, fishing, water skiing, tennis, and a nature and equestrian trail.
There are currently 14 local parks, some include ball fields, grills, benches and tables

The Emergency Management Agency is charged with the development and maintenance of a Comprehensive Emergency Management Program in coordination and planning with local, state, federal and private agencies. Their first order of duty is to protect life and property from natural and manmade hazardous events. The program seeks to mitigate the effects of an occurrence, respond during emergencies and provide necessary assistance as well as establish a recovery system in order to return the community to its normal state as soon as possible.
Mr. Tommy Bledsoe has served as Director for the City of Horn Lake Emergency Management since 1999. Mr. Bledsoe is a graduate of Horn Lake High School and the Memphis Fire Training Academy. Prior to becming the EMA Director, he served 26 years with the City of Memphis Fire Department. He also has attended multiple courses through the National Fire Academy and the National Emergency Training center in Emmitsburg, Maryland. In addition to his EMA responsibilities, he serves as the city’s Homeland Security Coordinator and Director of Safety.
