COMMUNITY DEVELOPMENT BLOCK GRANT

PUBLIC HEARING NOTICE

INITIAL HEARING

The City of Horn Lake, Mississippi, is considering applying to the Mississippi Development Authority for a Community Development Block Grant of up to $750,000 in the Regular Competition for sewer improvements.

The State of Mississippi has been allocated approximately $23,859,923 that will be made available to cities, towns, and counties on a competitive basis to undertake eligible community development activities. These funds must be used for one of the following purposes:

1.

to benefit low- and moderate-income persons;

2.

to aid in the prevention or elimination of slums or blight; or

3.

to meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs.

The activities for which these funds may be used are in the areas of public facilities and economic development. More specific details regarding eligible activities, program requirements, and the rating system will be provided at a public hearing which will be held Horn Lake City Hall 3101 Goodman Road West, Horn Lake, MS 38632 on April 21, 2026 at 5:30 PM. The purpose of this hearing will be to obtain citizen input into the development of the application.

The location for this hearing is accessible to persons with disabilities. All comments are welcome and must be submitted in writing. If a translator is needed for non-English speaking persons, please contact Darrell Dixon at (662) 561-4100 least 3 days prior to the meeting in an effort to accommodate this request.

Sanitation Price Increase beginning with April billing


BEGINNING WITH APRIL BILLING

Due to the recent “YEARLY PRICE INDEX” that our sanitation contractor has passed on to the City, the City will be imposing a 3% price increase to residents on their sanitation billing in order to maintain our monthly cost commitment to our sanitation contract.

RES 1-CART will be $22.15

RES 2-CARTS will be $34.51

RES 3-CARTS will be $46.87

COMMERCIAL 1-CART will be $30.90

COMMERCIAL 2-CARTS will be $61.80

Meridian Waste Contact


New cart deliveries and second can requests will need to go through the Horn Lake Utilities Department. All other inquiries, such as replacement carts, missed trash, or rubbish pickup need to be reported using the 311 Horn Lake Mississippi - 311 so the city can track these issues. This will be handled directly through the Meridian Waste.
